This 24mm silver badge has the hallmark for 'Birmingham 1936' it has a silver Jersey shield on a silver background, the hand painted blue lettering is on white enamel. Manufacturers mark 'JAR'
This is possibly the badge issued to Constables Officers as opposed to the badge with red enamel which was issued to Centeniers.
